    Try changing the windows background and theme to performance mode and see if it's still acting weird Right click desktop > Personalize > Select either windows 7 basic or windows classic

    Either your graphics card has hardware faults, or a corrupted graphics driver installation. Or, your ram could be faulty, resulting in corrupted file downloads.
