I recently upgraded my r9 270x to a gtx 1060, and I think I'm getting lower performance than I should. CPU is an i5 2320, is it bottlenecking my new card ?

Just got my new 1060 and have noticed a few graphical issues. On mafia 2, there are lots of textures flickering and jumping around the screen ( not really sure how to describe it ) And on steam, when scrolling through pages , there's lots of screen tearing. Has anyone else had this problem ?
