I reinstalled windows 10 on a new motherboard and since then my second monitor no longer works. I have a VGA monitor which is plugged into the HDMI of my GTX1070 with a converter. It used to work before I reinstalled windows 10. Now my second monitor doesn't even show up in Device Manager...

Try plugging the monitor into different ports. This may be a problem other than GPU. Have you tried another monitor?

The hertz of your screen simply means how much fps your monitor can display at maximum. This does not affect ingame fps at all and that monitor is very good. Keep the monitor.

Lowering the resolution greatly decreases the stress on your gpu. But i have a 1070 and its runs me pretty well. I doubt that the cpu is really under low load. There has to be a software issue or a temperature issue

Overlocking gpu's never gets better than 10% increase in my experience. As for the bottlenecking. It really depends on the games you're going to play
