I had the same problem, upgraded from i3-6100 to i5-7600, and the processor clock was max at 3.68ish Ghz. I updated the BIOS prior the upgrade, and the BIOS read the cpu correctly as i5-7600. I decided to reflash the newest BIOS, and that seemed to do the trick. The cpu is now boosting correctly...
