As it turns out what I did in https://forums.tomshardware.com/threads/cant-plug-in-power-cable.3678684/ to my PPU socket had consequences. The PPU cable always slides out and the computer repeatedly loses power. Every time I adjust the cable, I can hear electric sparks. Is this bad?

It is blinking constantly and it's basically been there since I got the computer. It blinks slowly though.

Yes, I heard hard drive noises and fan spinning noises and stuff like that. I've let it run for a while when I tried to get the monitor to work so I expect that the computer was already at some kind of login screen but nothing showed up.
