could the monitor no signal display be caused by my hdd accessing old drivers and such?

Which component is more likely to cause the monitor to display "No Signal" Fans on both cpu and gpu are running, and cannot attach monitor directly to motherboard I/O because it does not have onboard gfx

I have reason to believe my CPU or my GPU may be burnt out. I do not have another PC to test either part. Is it possible my CPU will cause my monitor to display "No signal"?

Unfortunately, I cannot use another PC to test my components. There are no light indicators on the motherboard (asrock 970 extreme 3 r2.0) which detail if cpu ok, gpu ok, ram ok etc. Also, how can I install the drivers when I do not have any type of display on the monitor? All that is shown...

Built a PC in the US, and because of employment, had to travel overseas. PSU was in the 115v switch position when I plugged it into 220v wall outlet. POOF POP ALIKAZAM burnt metal smell. So.... Replaced psu first (new one is thermaltake psu and tested by shorting with paperclip, its fine)...
