Get the tool DDU from http://www.guru3d.com/files-details/display-driver-uninstaller-download.html; The tool will clear any drivers from your pc, and then re download GeForce Experience to get clean drivers

I don't think the cooling of the CPU is the issue, as when idle the temperature is 33°C and when gaming is 43°C. I've reduced the minimum and maximum processor states to 99% and so far, I haven't had the above issue.

I've changed both of the games to the default recommended settings, and with GTA V, I get around 39 fps but there is a lot of spikes and stuttering which makes the game unplayable, and with the Witcher 3, I get around 20 fps, so no where near what I should be getting
