I am suspecting that it could be either a motherboard or ATI graphics card issue. It could also be the fan which is not able to cool the system down properly. In your experience, do these things bring up the CPU to 100%? 100% CPU and unworkable slow windows generally seems to be a software issue...

Since it is a clean install, no additional software other than windows itself have been installed. Using no antivirus It stays 100% forever, no matter what I do, it stays 100%. I have tried stopping running windows services one by one but it doesnt help.
