We can close the thread. It seems like me uninstalling Avira triggered something and I needed to update my Intel ME drivers. After trying for 2 hours, I managed to update them and the PC works perfectly fine.

Yeah, I tried their software and it didn't help. Now the Avira is completely gone from the PC but the horrible performance is still present. I believe that a reinstall is my only option in this case, but I'm gonna wait a couple more days and do more research.
