    Thats called mouse acceleration. Disable it inside your mouse settings. Go into your control panel and mouse options > additional mouse options > pointer options tab > disable 'enhance pointer precision'

    Were you having this problem before the new mouse pad? Maybe try installing its software and updating any drivers or firmware.
