    New CPU or GPU

In my machine I have an amd fx 8320 and a radeon r9 280x. I can either get a 970 or a new motherboard and an i5 4690k. I play alot of grand strategy games like EU and Total War. So should I get the processor and motherboard or the card?

Your cpu doesnt matter when looking at a Graphics Card. It's the motherboard.

    New PC.. i7 or i5?

Skylake isnt necessarily the best jump. I'd go for the gen below not a big enough difference between them, but thats up to you. For what you want to do (gaming, rendering video etc.) I'd highly recommend an i7. An i5 would be fantastic for just gaming.
