    The Dual-X is their basic heatpipe cooler. Its a good value. It still is a 270X, I would recommend this version if you are on a budget. The Vapor-X uses a vapor chamber system to transfer heat away from the GPU itself. I personally have this one but I'm not sure if it makes a difference or not...

    Yes, appearances can be deceiving, as it is a 270, which has a lower TDP.

    That's actually an excellent temperature and speed for that voltage. It seems you may have a golden chip. Frequency won't damage your chip, voltage will, but the degradation caused is insignificant if you are not going for very high voltages. I would recommend trying to see how far you can go...

    That's normal. Its a feature called Intel SpeedStep that lowers the CPU frequency to 1600MHz to save power when its not needed. EDIT: Just saw you said SpeedStep is off. But its definitely a SpeedStep feature. I'll look into that.
