FIXED IT!!! Turns out my dad had cut a yellow 12v cable going into a molex connector which the GPU seems to have relied on. I noticed a missing wire that all the other 3 connectors had and one was missing and so I told my dad and he reattached that yellow cable and it worked!!!! Thank you!!

Haha yes both are. If one of them wasn't, though, would the card do this? Because I think that my PSU might not be sending power correctly or at all through the Moxel connectors. If that were the case, would the card not show video at all?

My old card actually died but I had a replacement card in the mean time which does work fine. Also as I said I checked both the x16 and x8 slots so that isn't the problem.
