I keep getting low memory errors so when i looked at my resource monitor commit charge was 100% when doing nothing. I have 8gb of ddr3 and it says i have plenty of memory left but i still get low ram dialogs popping up from time to time. Any help?

I have recently applied new thermal paste and realized my pc was slowing down. I went to task manager to see the performance and the CPU usage was spiking from 70% to 100% when it used to be 30% CPU usage, is this normal or should check this out more?
