Depends on what sort of games you play, heavy cpu dependant games would benefit more from a cpu overclock.

Yes this can happen, depending on what game your playing the cpu will get hot, and the fans RPM will kick up to try and keep it cool so it doesn't get damaged, which can make it pretty loud.

In most cases, if desktop towers are cheap it's because they're either old or defective, if a desktop is that cheap, it would usually mean its too old for any real efficient use with modern programs. Just take a look at the specs, give them a quick Google and see when the parts were released.
