Question PC not posting after reboot

I built a friend a PC and it worked perfectly when I booted it into Windows at my house, bur now that he has it, it refuses to even POST. I have discarded faulty port, cable, PSU, PSU connections, RAM and CPU. Any idea why it is not posting?

So it should be fine with an i3 9100F then, right?

Buying a Gigabyte B360M DS3H for an i3 9100F. Do I need an 8th gen to update the mobo? or does it already ship with the F6 BIOS version??
