Since the Boot Led stays lit when no hardware other than the Cpu and Cpu fan are installed i'm just going to return and replace it. I have already exhausted most of the options anyways. I'm sorry for this post as it seems like it was a waste of time.

OK installed the Gpu and the Ram along with my Optical drive. everything is good

I plugged in my ssd and it started up with no red device boot led
