My RTX 3070 has developed an issue where the fans are running at 0% at idle and suddenly ramp to 100% for a split second, then back off, several times a minute. I've tried to apply fan curves with MSI Afterburner and Fan Control, but the fans respond to absolutely nothing. No curve or setting...
