I would say the PSU is not delivering enough power to it. If it were the RAM or CPU it should turn on briefly or beep at least. Have you checked if all the cables are hooked up properly? If you can't test it with a spare PSU I would at least check everything with a voltmeter.

Can I use DDR 3 ram in my new motherboard?

Z-270 chipset is not compatible with DDR3, it doesn't matter the brand.
