Does it boost up to 3.9GHz on all cores or its just depends?

I plan on upgrading my Ryzen 3 1200 system for an Ryzen 5.My B350 motherboard's BIOS is already updated to support Ravenridge CPUs. Is it worth getting the Ryzen 5 1600? or should i just go for the 2nd gen Ryzen 5 2600?

Could i see a big difference in performance from upgrading to an Intel i5 7400? non-gaming and gaming along with a GTX 1050ti? I know that the Intel i5 7500 is better choice but i can't afford that much. Would i see a huge difference? Any answer regarding it would be appreciated, Thank you.

I have an Msi H110m PRO VD PLUS and got along with two Kingston HyperX 4GB 2400MHZ RAM. Will both RAM work to get 8GB out of it considering my mobo is locked to 2133MHZ?
