Ok, it would be worth a try to set all the fans to "Full On" just to see if it's a cooling problem. If the problem persists with max fan speed too you should consider checking the CPU cooler.
I know it might sound common but I suggest to check if the cooler is mounted well and if the thermal paste is enough (but not too much). Finally, I suggest checking if the airflow is sufficient to provide enough fresh air to the cooler
It may be due to many causes (thermal paste, Cooler not installed properly, BIOS bug and so on).
I would tell you to check the first 2 options and, if everything is ok then try to re-install the BIOS

Do you have stock or aftermarket cooler? Anyway, as soon as you don't get a Thermal Throttling should be fine.
PS: Forza Horizon 4 is known as a very CPU demanding game and you're not the first who says to have very high CPU temp while playing.
