Thank you all guys here who helped me ... It turns out the adapter might indeed be faulty as suggested in the video shared by @cruisetung . Somehow the adapters or cheap sensors on motherboard send signal to Windows that adapter is bad and Windows ends up downclocking the processor frequencies...
