I don't think it will help. I have same cpu as you with rtx 2060 super. Cs go can still lags with ammount of smokes (I am playing on 800x600 res). There are 2 possibilities. It is problem with our cpu (which I don't believe come on this cpu can easly handle with witcher 3). And for 90% it is cs...

Hi. It isn't issue it is just your own setting that the graphic card is reaching 83 degrees. If you want to lower down your temp open gefore experience by hitting alt + z (default) -> performance tab -> target temperature as default is 83 degrees. However it isn't recommended to going down...
