Question What is this random flickering and can it be fixed?

Yes even GTA 4 since it isn't well optimised for Windows 10 and above and new hardware such as yours RTX 4080 which is the same reason for graphical glitches in GTA 5

    Question Resident Evil 4 Remake

You might try updating your GPU drivers and monitor GPU temp during gameplay to make sure it isn't thermal throttling. You can also try turning off CPU intensive settings such as Ray tracing. Also make sure you are using atleast a 750W good quality power supply for your system. Other than that...

Question Is this a good PC build for video editing in 2023?

Either of them would be fine though the "bigger white case" with proper airflow would potentially provide better thermals and ease in cable management

Question Is this a good PC build for video editing in 2023?

Around 80$ for WD SN850x If you can spend some extra bucks, Samsung 980 Pro is a bit more faster. Otherwise stick with TG Z440

Question Is this a good PC build for video editing in 2023?

24 May is the launch 4060 Ti will perform close to RTX 3070 and RTX 3070 is 3-6% faster than RTX 2080 Ti in games with the difference becoming less as the resolution increases. So you can expect a 5-10% faster performance with 4060 Ti as compared to 2080 Ti

Question Is this a good PC build for video editing in 2023?

In terms of raw computational power the 4060 Ti will deliver up to 22 TFLOPS of performance compared to 13.5 TFLOPS of 2080 Ti. In terms of real world performance, we'll have to wait for the launch but most likely 4060 Ti will perform over and above the 2080 Ti

Question Is this a good PC build for video editing in 2023?

Might try something like WD SN850x but at that price Teamgroup Z440 is hard to beat

    Question Resident Evil 4 Remake

Yup that GPU is most likely being bottlenecked by that CPU. Most games are not coded to take advantage of hyperthreading so that's why you don't see much difference even after turning off hyperthreading

AMD Reveals High-Performance Zen CPU, GPUs With HBM, And FinFET

2016 is too late :( By that time Intel's Skylake CPU's will be out and performance gap between AMD's Zen CPU's and Skylake CPU's will approximately be same as between Haswell and FX series CPU's

Ubisoft Recommends Intel Core i7-3770, Nvidia GTX 780 For Assassin's Creed Unity

Looks like the requirements for multiplayer co-op gameplay. Don't think that singleplayer gameplay would require these extreme specs

Adata's DDR4 Memory Modules Are Finally Arriving

If the timings were so much important then why DDR5 memory is being used in Graphics card. Ofcourse when 1600 CL6 RAM is compared with 1600 CL9 RAM then the former will be winner but if 1600 CL6 is compared with 2133 CL9 then the latter one will be faster attributable to its higher frequency...

What do you think about this build?

Probably GTX 780 would be better, as the Adobe Suite applications can take advantage of the CUDA cores to assist in rendering. Though on the other hand if the application can take advantage of GPGPU and OpenCL, then the R9 290 would be the better choice.
