Well, I have tested with two PSUs and two CPUs leaving the motherboard as the most probable reason. I could have miswired although I highly doubt that as I pieced the rig over many times.

Any idea what the underlying issue is?

Old cpu did not work, only the power switch turns off the system.

I have disconnected everything except the power and display and I came up with no results. I enabled epu power saving and it was the same story.

I am cognizant of this issue, I pulled it from an older build and I am hoping to replace it very soon. What has me perplexed is the gigabyte board works fine with the PSU, but the ASUS does not.
