    Thank you both for the recommendation. It was either the monitor crapped out, it kept turning off too quickly, or the cable was bad. I swapped the monitor and the cable... it booted.

    They are all the way down...the problem is that even with them down, the backplate is still loose. When I tried installing the thumb screws / bracket, the backplate was still loose. The standoff screws need to be about 1-2 mm longer to pull the board firmly against the MOBO
