You should change motherboard and cpu the 3070 will be bottlenecked for sure with those specs. As for the psu youwill be good with this 860w platinum. Consider some 5000 ryzen or if you have smaller budget you can go 3000 ryzen.

i had a similar issue where the screens turned black and the sound froze and i had to restart the pc. it was the pcie power cable from the psu to the graphics card it was not making proper contact and in some cases where my case was moved the cable wasnt making conatct.

What games you want to play and on what settings? From the psu i would say 650w it's fine but if you have plans for upgarde maybe goi 750watts

I have heard that ram speeds stacks. For example if you have dual channel 1400 mhz ram total sped is 2800mhz. Thats why you may see worst results.I'm not sure though about that it may not work like that.

I was switching off my PSU every time before sleep cause my motherboard had annoying RGB led. I was doing that for around 3 months and my pc is still in great condition so if you shut it down properly I don't you'll see any problem.

I don't think you should upgrade now, your CPU could handle the tasks you want. So maybe save up and in the future, you make a better upgrade or when you really need it.
