What happens when you do plug it in, does the tv think that there is nothing or does it look like it gets signal but the screen stays black? On your laptop, go to 'settings -> system -> monitor' and see if windows is configured to only output to the build-in monitor.

The fact that your fan is spinning doesn't mean that your pc is even booting. There is still a good chance that your pc is broken beyond just a broken screen. Also, please write longer and more detailed post if you want to get better answers. Hope this helps! - Marrobot

Have you checked if the drivers are up to date? If you're using a home network, have you try'd to restart your router? instructions to do that are usually included in the manual, but it's usually as simple as unplugging it for 10 seconds, plugging it back in and waiting until it's fully booted...
