Okay, so apparently the issue was a dead CMOS battery. Bought a pack of 10 CR2032 3V Lithiums for 3 dollars on amazon. This post on reddit really helped me out.

The outlet definitely has power, I've tested it with my lamp. IDK if the fuse one the power supply is blown or not though, IDK how to check.
