Can This build run next gen games

Swap the GPU for a GTX 750ti (cheap option, will allow medium settings) 260x too poor. If you have a bit more money get the r9 380, very strong GPU between GTX 960/970.

    Gtx 970 counter strike problem

Hmm, maybe that is your max fps then. I wouldn't expect a bit higher also but I guess 150-200 is better than stuck with 40 haha. Make sure in nvidia control panel.. you have global settings changed to: Power settings: prefer maximum performance and not adaptive.

    1500 budget PC

Switch to an i5k series CPU and buy a Coolermaser Hyper 212 Evo (they are cheap). Saved money and same, if not more performance.

Recommendations for quiet cooler for amd fx-8320

I would highly recommend the coolermaster hyper 212 evo. https://pcpartpicker.com/part/cooler-master-cpu-cooler-rr212e20pkr2 It is brilliant for the price and doesn't make much noise even at full speed.

What GPU is suit for my pc

I'm guessing you have an old power supply too. I would suggest the GTX 750Ti, cheap, medium range and doesn't need any extra power from the PSU.

I5 3450 for gaming or wait?

It is quite a good starting build. GPU is in need of an update but you are getting a decent CPU, RAM and HDD. PSU is same as mine and considered poor but I have had no issues at all in 2 years. CPU sells for about 100$. I would consider offering him maybe $250 tops.

    Is 8GB RAM enough?

8GB is plenty. I have ran 8GB for 2 years now and found no game that can use it. 16GB is worth if your budget can allow or if you are going to be running virtual machines/video editing etc.

    I7 5960X and 3 way 980ti water cooling help!

It really is a waste of money. Just go for the i7 and a single 980ti. Get a corsair closed loop and overclock.

    Gaming laptop/general purpose

Yes, a gaming laptop is just the same as any other apart from it usually has a proper dedicated graphics card which is capable of playing modern games at good frame rates. It doesn't change anything else or prevent you from using Office or browsing the net.

Please Help ASAP Is This Worth The Money

Is this an auction? It is not a bad system. GPU is kinda old but should still manage most games at medium settings. If you can get slightly cheaper then awesome but it does seem a decent deal.

Should I build a new pc?

Yep, no bottle neck here. I'm wondering if it is just crossfire acting up tbh. Are you running the newest drivers? What other modern games can you play with crossfire. I know GTAV is quite hungry, do you get higher fps when you lower your graphics to medium? If you still get stuttering then...

First build, no connection to monitor, no beeps

Hi, Your GPU gives you DVI-I are you converting this to VGA or using a DVI-D cable?

Fair Sale Value of Previous rig

500-1000 is what I'd expect. You'd be suprised how reluctant some people are spending money on used components. You can pick up some bargains buying used CPUs/RAM etc... especially with ebay protection. I would start the bidding at maybe 500$.

    Good Mobo to gaming

Not exactly. The things you need to consider are: - Quality. Don't buy the cheapest you can... stick with big brands such as ASUS, MSI, Gigabyte. - Overclocking. Do you want to overclock? Make sure you are buying the correct board that supports it. E.g. Z for Intel and FX for AMD. - RAM...
