Using a Belkin AC1200 Dual Band Using 5ghz Band Download is great for me upload is terrible. I'm using wireless because wall wiring in house does not work. Is there anything "I" can do to fix this or is it more of a problem with my ISP?

Sounds like a short. Try to build outside of the case maybe on the the antistatic bag or in the mobo case. Also, try booting with only one ram dim. Make sure your CPU_FAN is plugged into the respectable port on your motherboard.
