I don't believe it would make a huge difference except if you are processing video, etc. It would also affect gaming somewhat. If those are not issues, spend the money on the biggest sdd you can afford. Ssd vs. Mechanical is a huge difference in load times and responsiveness.

Not very familiar with water coiling but it sounds like the coolant is not moving. It should be running a bit cooler at idle too. When a load is applied it can't handle it. Dumb question but did you apply thermal paste?

The stock cooler isn't bad unless it's right next to your head, (on my son's a4-6800k anyway) but go with the after market cooler for a quieter time

I would go with 8 GB of RAM, (doesn't matter if it's 1333Mhz or 1866Mhz, get the cheaper, doesn't matter for Intel) and get a better video card. That processor does not need to be overclocked, and is not overclockable unless you get the K version for $30-$50? more. I would go with a GTX 780...

I doubt your core i3 is bottlenecking your system. Processing seems to rarely be an issue compared to video capability. A gtx 760 is only a middle tier enthusiast class part, and so is the i3. That processor is rated higher than my Corei5-750 and I'm running gtx560s in crossfire at 1080p...
