I think I found the solution, I was talking to a Computer Science major friend of mine, he mentioned testing just the RAM, CPU, Motherboard and PSU, which I did. No boot-up to BIOS, and no short circuiting, so we think it is just a bad motherboard.
Since I am using a laptop as my main computer at this point, I cannot install any drivers to even recognize my laptop's motherboard, therefore cannot get any OS on the hard-drive.
I tried putting old laptop hard drives into my new desktop, I can't get any drivers on at all. Neither motherboard will recognize they are there... Ideas?
Well then... looks like I am not taking advice from my Comp Sci major brother again. I use a standard Intel I3, low quality motherboard, along with no GPU and only one hard-drive, so I think I may be fine until I get more money for upgrades.

It looks fine, try looking at replacing that Razer Keyboard, try a mechanical keyboard, they last longer and are usually higher quality overall. Just a suggestion, plus it can save you some extra cash.
