change pcie voltage from bios from auto to high voltage ... this fix it. (if you use a riser cable try to connect the videocard directly on motherboard the riser lose energy)
i solved the problem with my r9 270x. I use a riser cable to adapt the videocard to my homemade case this cause a voltage lose on pcie to fix it i just setup the pcie to high voltage in the bios (from 1.6 to 1.8). Sorry for my english i hope this help.
