Switched out the PSU for another that it was supposed to replace and it booted fine. The suspect PSU also did not start when grounding the green and a neighboring black wire. I've got Windows 10 installed now and it seems to be capable of doing what I ask. Thanks for the help.

The A10 7700k has a Passmark score that is similar to my main CPU's score. So yeah. It's overkill. The A6 7400k has a score that is 54% lower than the A10. Although the A6 score is 68% higher than the computer's cpu I was originally using to watch HD video. So I think I'll be OK with the A6...

Do you think the A6 will struggle through HD video? The A10 is $30 more than the A6 on Microcenter, but then I get a $40 credit on the motherboard. Do you think the A10 will have oodles of power and no use for all of it?

It is currently quad core and hyper threaded with 6 channel for 24 gb max ram. Maybe you're thinking of something else. I'm thinking of spending $250 for the ram and gpu. I found an EVGA like new for 140 and ram shouldn't run any more than 70.
