    Switched out the PSU for another that it was supposed to replace and it booted fine. The suspect PSU also did not start when grounding the green and a neighboring black wire. I've got Windows 10 installed now and it seems to be capable of doing what I ask. Thanks for the help.

    It is currently quad core and hyper threaded with 6 channel for 24 gb max ram. Maybe you're thinking of something else. I'm thinking of spending $250 for the ram and gpu. I found an EVGA like new for 140 and ram shouldn't run any more than 70.
