I've turned graphics down and the fps did go up. But the problem is that when moving in a car it fluctuates from 120 and drops to 40 out of nowhere, making the game stutter like crazy

I actually just cleared a lot of space on the system ssd. The user benchmark is a couple days old I have it installed on my m.2 drive, and ill try dropping the graphics down

Yeah I play on 1080p 100% of the time, as for the memory atm i plan on upgrading it, but atm I just use mem reduct to reduce my background ram

No, its base is 3.6 I believe and i OC'ed it to a 4 so it wouldnt vary, But i do feel like the cpu is one of the weakest things in the pc
