I get waaayyy to high temps, 70 when idle on my cpu and my gpu always stays cool due to dualfans ;^) I get 70 celcius on cpu 30-50 gpu

Maybe theres an error from your motherboard that it doenst allow you to use all your ram, try looking it up in the BIOS

I'd aim for something like the GTX 780 It's definitely a great card (I use it myself) and it's also not too expensive !
