Turns out it was just a bottleneck issue so the case is solved

I tried with a different drive that had a fresh os (didn't work) And the psu is chieftec CFT-650-14C

So recently i built a new computer Gtx 1080 (palit gamerock) I5 6600k 16gb Corsair dominator 2666 MSI z270 so2 (mobo) Some random 1tb drive and a samsung 250 gb ssd And the problem is that when I use 100% of my cpu my gpu won't get over 15% but when the cpu is under 30% the gpu is working fine...
