Have you tried new ram and a different psu? Using the internal graphics? Ive never seen a dead cpu let you get into BIOS.

Try saving these settings as a user default. Then reset UEFI back to defaults reboot and try changing just the core multiplier. Sometimes weird settings interfere with this.

Use DP not HDMI some GPUs and monitors have issues with high refresh rates over HDMI. even if the cable supports it the card or monitor might not. Display Port has a lot better high refresh rate support.

You can.... but it might not work in dual channel mode. The timings and speed and all of that need to be the same. It might be better to buy a kit.

Whatever you find comfortable, no one can tell you what DPI to use on a mouse. Try a few and see what you like best.

You can try to look up the model number of the battery not the laptop and see if its possible buy one. Dell is typically pretty easy to find parts from.

Try to white list devices on your wireless settings if that doesnt work then factory reset your router and see if that works.

This was caused by a bad stick of ram, RMAd a new stick system is 100%

A 450 Asrock board depending on where you live will be lower price and same features as long as MOBO integrated LEDs are not a deal breaker. (Asrock Boards especially pro4 often do have a lot of RGB headers on the board for case and component lighting)
