Ohhh, okay. I will go with Afterburner then because I have more control over the fan curve. The gigabyte one is quite wonky. However, I end up sacrificing the RGB effects if I go with that. I don't think it's a big deal though

I don't need to use this anymore. Found a pwm slot for fan so it's not running at full speed anymore.

Fans stopped being noisy upon startup after dusting PC. Thanks for helping/suggestions y'all.

Update: So fan speed is actually fine. I've been told that there might be dust in the fan bearings that could have caused the noise so I got rid of the dust inside PC. I'll check again tomorrow.

Seems like it until I restart. Here's the scenario. At the start of the day, I turn on my PC, and the fan sounds like it's going full speed. Then I turn off my PC, wait a bit, and then turn on my PC and the noise is gone for the rest of the day. Next day, the same thing happens.

Wait, what? This never happened before. Only recently, and pretty frequent too. I have to restart after initial boot every day.

Would that be the Smart Fan Mode setting? If so, that's already enabled. The fans only become noisy on the initial startup. If I restart my PC it becomes quiet again.
