All of the noctua cooler come with a quality metal based thermal paste. Whoever builds the computer should be using that, and you shouldn't have to replace the paste (little rhyme)

The cooler will be perfectly fine for stock speeds. It wouldn't handle overclocking well though...but overclocking the cpu really doesn't improve the games performance. A gpu overclock is where you'll boost your fps. Don't worry man it'll be an awesome stystem

For dual cards you will want an i7. An i5 is suitable for a single card, but multiple cards will benefit from an i7

1.3v is the max intel specs the chips to constantly run at. They also spec 72c as the max operating (sustained useage) temp. I have a bad chip also, but that is luck of the draw, On the other hand, your 4670k is outperforming 4.7ghz 3570k's with haswells slightly better performance
