I've tried all the above guys, there's not a safe boot option in bios, it's almost as if the drives aren't getting power

Received computer in current condition. Asus N53J laptop. Bios recognizes hdd, odd, and usb, but none of them will boot. Computer says reboot and select proper boot device. Hdd, nor odd spins, tried new hdd and odd, same result. Tried usb boot, nothing. As mentioned, bios recognizes everything...
