I played a bit more now and the average is closer to 120 and even 150 is pretty low, ive seen a youtube video with the same sepcs and 200+ fps.

Both are off and pretty sure its i enabled XMP. Task Manager also shows 3600MHz now.

PSU: 750W MSI MPG A750GF 80+Gold task-manager shows that my gpu is only using 10-20% capacity but shouldnt my fps be around 200 and 90-100% capacity used?
