Alright well it's definitely something with the wireless settings. Just for comparison I moved it to the living room and connected via Ethernet and it's getting 45 mb/s which is even more than usual.

It does seem like there are a lot of background processes but task manager is only showing 2-4% CPU and 22% memory usage with the browser open. The speed is listed at 72.2 mb/s on the network tab. Speakeasy speed test is showing .8 mb/s, 4.98 upload. AT&T test is showing .52 mb/s DL and 1.97...
