I went through the registry and removed all things Norton and I think that screwed things up more. So, I did a complete reinstall with Windows 11 with all hardware installed back in the pc. I installed all drivers with chipset first and the latest Nvidia driver for this card. I did not install...

Uninstalling Norton did not work. I even removed all registry entries for Norton. Now, it only boots to the BIOS.

I do have norton antivirus installed. I will remove that and update after. Thank you for the response.
