    After upgrading from windows 7 to windows 10 started to notice the cpu clock says it's stuck at full (3192 MHz) even at idle (0% utilization). In the Rainmeter monitoring CPU also totally stuck at full clock. How to get it back to normal (around 700 MHz) like before?
