Screen tearing, random lines forming, Faulty card/monitor

It's MOST LIKELY the GPU, if you have a warranty on it RMA it and see if the new one does the same thing. I doubt its the monitor but never say never you know.

    Sons New Computer

It will run those games, but probably only barely. What is the price range for the new computer, and are you building or buying a pre-built?

My pc starts up fast then suddenly becomes slow

Either a program or multiple programs are bogging down the system, or your hard drive is getting full.

    FPS drop s

Overheating is the problem, so you need a better way to cool it. If you're technical you could open up the laptop and blow dust out or re-thermal paste the GPU/CPU.

    FPS drop s

Well you know the problem, it's overheating. I'd say blow it out with compressed air and maybe invest in a laptop cooling pad from amazon or something.

    Gaming pc rate it

If you want advice then: - if you're going for 8gb of RAM then get a 2x4gb kit so you can use dual channel - It might be hard to find any rx 580 at a reasonable price, just FYI. Here's a PCPartpicker selection of all 8gb 480 and 580s by lowest price. - For about $15 more you can get a 144hz...

    upgrade pc question

Depends. If you have a high refresh rate monitor (120hz+) you'll probably want a better CPU. If you're going the 1440p/4k+ route, then you'd probably want a better GPU;but if you don't need to upgrade, don't. That's a very capable system, so if you aren't needing more FPS then don't upgrade, but...

    Fps drops with fx 8120

To be blunt that CPU sucks ass, the single core performance is really bad. Upgrading to a 1200 would be a good idea especially if you play CS:GO LoL etc., but if you want a more future proof CPU then go for the 1600 since it has 6 cores.

Rainbow six siege - Quick freezes and fps drops

Update to the newest driver if you haven't already. If that doesn't fix it and you have textures set to "high" put them on medium, as it's one of the only games I've played that exceeds 4gb of VRAM.

    my equipment broke

It's probably the PSU. Get a high(er) quality EVGA, Corsair, or SeaSonic, 550W or above and it will most likely fix it.

Will my motherboard support GTX 1080ti

I'd say that you probably should get a new one, but a higher quality one like this one: https://pcpartpicker.com/product/g63RsY/evga-power-supply-120g10650xr or a similar one from either Corsair or SeaSonic. You don't need above a 650W unless you want to do multi GPU.
