    With many motherboards sometimes they come at default low ddr4 speeds,2133. You can safely increase it to the correct level, however i don't think you're running them in dual channel mode, make sure they're in the correct slots, depending on your motherboard (check its manual it will say there)

    Unfortunately the CPU is going to cause an extreme bottleneck on the 1070, but you can cut down on the psu down to around a 500 or 450w. I suggest going with AMD, with a ryzen 3 or 5, they serve parts that are in this case better for a similar price.

    Can you be more specific? Do you mean it's turning on and off? this is usually a boot loop, try clearing the CMOS by touching the two motherboard pins according to its manual. Please be more specific, also its usually best to start with all components in, hdd and all.
