No, all PSUs will work with anything assuming the wattage is high enough. However, you wouldn't want an old PSU running new hardware, as the likely hood of it failing is much higher and it may damage all the other components if it does fail.

Did you plug in all the power connectors to the GPU? Make sure all the pins are connected on the the GPU and PSU properly.

Whats the beep rhythm in terms of shorts and longs? Its a trouble shoot code and it'll tell us whats wrong.

Don't use a Xeon for gaming. Most of the time the performance you get out of it is less than that of an equally priced mainstream I5/I7.
