    It's not so much as the fan config on a liquid cooling setup, but the built in pump that adds noise. The fans are fans and would create the same amount of noise whether they are on a heatsink or with a radiator.

    The only benefit between an i5 3570k and the new offering of 6600k is support for DDR4 memory, better integrated graphics (lol), and a lower power draw. So I'd say there's no need for upgrade. These new CPUs seem to be more important for the mobile platform rather than for desktops.

    programming doesn't require that much computing power since the main thing you will be running is a compiler, so either computer will serve that purpose just fine. For photo and video edditing, you can benefit from the extra cores/threads from the i5.

    It really depends on what you are looking for. If temperature and power consumption matters to you, then go with the 970.
